This report examines the question of how to retain the experienced National Guard personnel needed to maintain the Guards required combat readiness within the Total Force Concept. The effects of the Zero Draft and All-Volunteer Army are examined, and three specific problem areas affecting retention--training, junior NCO and junior officer inexperience, and incentives and benefits--are identified and discussed in detail.
