This plan for testing Individual Ready Reserve IRR pressignment systems in Fy 78 is designed to generate the quantitative and qualitative data needed to determine the costs and benefits of two alternative IRR preassignment systems 1 preassignment of IRR members to early deploying units and 2 preassignment to mobilization stations. Benefits are defined in terms of system capabilities to satisfy early personnel fill requirements costs, in terms of resource requirements, difficulties and other impacts anticipated in concept implementation. The test plan is based on the premise that pretest baseline data, including data on the operation of the present IRR mobilization system, will be developed prior to the initiation of the FY 78 preassignment test program. Three methods of testing are proposed for FY 78 1 exercises to be accomplished in conjunction with JTX BOLD EAGLE 78 to test the unit preassignment system and in conjunction with a FORSCOM corps-level CPX to test mobilization station preassignment 2 a survey addressed to samples of voluntary and involuntary preassignees and 3 file analysis of data related to preassignment that may now be available or will be generated in the future.
