The visual processing of received radio and acoustic frequency spectrum data by human analysts forms an important portion of our current defense efforts. Both of these areas present many of the same basic problems to the analyst. These problems center on discovering the most effective means of presenting the data to a human observer for investigation. The basis of this thesis is a system developed at the Naval Postgraduate School, which has been labeled SPOTLIGHT Signal Processing of Time Lines by Graphics Techniques, that gives an alternative to the lofargram approach. SPOTLIGHT as originally implemented utilized a rather extensive hardware layout both in terms of physical size and expense. The work described herein comprises the beginning of an effort to analyze the capabilities of more modern, less expensive and smaller equipment in the SPOTLIGHT environment.
