The basic question posed in this essay is whether or not the United States should continue its present methodology in its dealings with Latin-America or if a new policy should be developed based on current information available. Possible consequences of maintaining present apparently inadequate policies are considered. Major problems are identified and discussed. Where deemed feasible, solutions are proposed.
