This essay addresses the pre- and post-disaster involvement of military resources in natural disaster plans and operations, and deals principally with the Omaha tornado on 6 May 1975. The analysis indicates that military activities, working with civil authorities, while generally effective, could be substantially improved if the military were to become more involved in pre-disaster plans and training. The report discusses the legal basis for military support, and several of the problems seeming to exist in this area. Also discussed is the utilization, if any, of military resources when an urban area does not have an effective Emergency Operation Center.
