As part of the feasibility study on an Information Analysis Centre for Low Intensity Conflict LIC, the Defense Scientific Information Service collected relevant LIC material from a wide range of standard publications. Since the range of indexing terms in TEST and in the list of DSIS descriptors did not always allow an adequate description of the subject material, a working list was gradually developed by the addition of new terms as they were required. This paper describes the attempt to transform this word list into a controlled vocabulary of about 1000 terms for use in indexing and retrieving information in the LIC subject areas. The LIC Thesaurus LICT is offered as a working draft which may be adapted to suit the needs of the individual jobs it may be required to do. The procedures followed in its construction are minor variations of conventional practices. The report may be of use as an outline of an approach to the preparation of other small-scale thesauri. An appendix presenting the rules and conventions followed in LICT is included. Author
