Abstract:

At the request of the Assistant Secretary of Defense Installations and Logistics, ASDI and L, the Logistics Management Institute reviewed the second destination transportation SDT programs of the Department of Defense. The objectives of the review were to 1 evaluate service controls over SDT funds, 2 evaluate Service capabilities to use the funds in a cost effective manner, and 3 identify areas requiring increased participation by the ASDI and L in order to more fully carry out assigned responsibilities. As a result of this review, several weaknesses in the SDT programs of the Department of Defense were identified. These included 1 the SDT budget submissions from the Services are inconsistent and inappropriate for program review, 2 the SDT program of the Navy is deficient in terms of program controls and direction to field activities, and 3 the LOGAIR and QUICKTRANS systems can be made more cost effective by employing surface transportation over short distances and increasing the utilization of dedicated trucks, respectively. Recommendations for alleviating these and other weaknesses in the SDT programs are included in the report.
