This report addresses the key issues involved in increasing the usage of and dependence on commerical satellite facilities to satisfy Department of Defense DoD communications requirements. The potential cost savings are analyzed and the constraints that are likely to limit the feasibility of fully realizing these savings are investigated. A properly conceived and managed program could result in savings exceeding a hundred million dollars per year compared to the current terrestrial system.
