If aptitude level for entry to an occupational specialty is set at higher or lower than optimal, there can be negative impacts on certain elements of the personnel system. This report considers personnel system actions that might offset these negative effects. Some relationships between system actions and Air Force needs are presented first. Then personnel system actions with potential value are identified and judged for their impact on system elements. Finally, the actions so identified are evaluated for potential effectiveness in offsetting negative impacts under conditions of lower, and then higher, aptitude than the optimal. Some relative estimates of cost of system actions are given as examples of an approach to selecting actions for implementation. Of the five alternative actions evaluated, the most preferred was one that provides the greatest opportunity for exposure to a maximum of jobs within a specialty. Author
