Procedures for assessing the technical, economic, social, and environmental aspects of the proposed Upper St. Johns water resources project are presented. Following the presentation of a general framework for water resources investigations, the social aspects of the problem are examined using field survey procedures combined with a simulation model. The economic-environmental planning analysis is performed using a multi-objective mathematical programming model. Energy productivity is used as a surrogate for environmental quality. Results are presented in terms of undominated developmental alternatives. Detailed environmental analysis is performed using a continuous simulation model which examines the hydrologic and environmental quality implications of various alternatives.
