Abstract:

The report describes the Implementation Plan which defines the steps required to transition from the current communications system to the Objective System for the total Army force. Details of the selected Objective System are provided in Volume V of Task V. The plan takes budget, allocation priorities, and equipment availability constraints into account. Associated with the plan is a computerized approach for accurately and quickly incorporating changes as they evolve during the transition.
