Abstract:
The Comprehensive Report, named to distinguish it from the Executive Summary, is organized into three volumes. The first, Background, includes the historical development of the DOD program hypotheses for program administration, relating to planning and management, leadership and command structure, credibility of exemption programs, disciplinary actions, discharges, reporting, budgeting, and costs drug education, involving preventive and corrective methods, attitudes and responses, program content, and organizational aspects identification technology, including urinalysis, efficiency, repeaters, and deterrent effectiveness and treatment and rehabilitation.
