An important class of target maneuvers is considered that represents random hard maneuvers. This class of maneuvers is eminently non-Gaussian and is not amenable to the usual r.m.s. analysis that is the basis of Wieners and Kalmans prediction theories. In cases of practical interest, the use of a criterion not based on the r.m.s. criterion can give an order of magnitude improvement in kill probability over the use of the r.m.s. criterion. Author
