The primary objective of this contract was development of a coherent model based approach to computer system design and control. The first requirement for development of such an approach is observation of the distinction between organizational issues which must be resolved on a site-by-site basis, and technological issues which are amenable to centralized resolution. First order technological issues are shown to factor into four major categories hardware configuration, software capabilities, system scheduling and file-device assignment. An integrated research effort covering these four areas is described in this report. In addition, a feasibility demonstration is provided which indicates that resolution of issues in the first three categories can be best achieved through use of a heuristic approach. In contrast, algorithmic approaches for resolution of the file-device assignment problem are in order.
