Abstract:

This is the final report of a three-year study of the implications of possible values changes for Navy manpower practices in an all-volunteer age. The findings suggest that selective changes in certain values, in a pattern that otherwise reflects constancy, renders rather urgent the modification and development of certain Navy management practices. Beyond this, certain fundamental assumptions related to human organization management within technologically sophisticated settings may be erroneous. Finally, a set of compelling, but perplexing, expectation and perception problems are found to underlie race relations and feelings of discrimination among Navymen. Author
