This report describes research from a program which consisted of several separate, but related, investigation. For the purposes of this report the following names have been given to each of the studies CO gas dynamic expansion vibrational population measurements theoretical developments in vibrational kinetics of anharmonic molecules CO waveguide laser development time dependent solutions of the master kinetic equations electric discharge stabilization in a supersonic CON2 flow and computations of vibrational pumping rates by electrons including super-elastic collisions. A description of the progress made in each of these areas is given.
