Abstract:

The study examines the question on whether the United States should maintain its military presence in South Korea or withdraw these forces, either in part or completely. Special emphasis is given to the question of retention of the U.S. ground forces. The analysis is made in terms of the perceptions of allies and potential adversaries of the United States regarding the role of the U.S. forces in maintaining Korean and regional stability. Following analysis of the impact of retention or withdrawal, consideration is given to those circumstances under which it might be possible that these forces could be significantly reduced or withdrawn without adverse political or military repercussions.
