The study concludes that improved management of GOCO plants through contract provisions is viable only insofar as the contract provisions serve as a vehicle for achieving better management contract provisions cannot function as substitutes for active management. Recognizing that changes to the current GOCO contracting philosophy are not apt to occur, partial remedies are suggested as a means of improving the management of GOCO plant and motivating GOCO contractors within, for the most part, the existing GOCO contracting philosophy.
