Abstract:

With continuing interest in the Mediterranean and the Middle East as a backdrop, focus is put on the basic necessities of water and power in Libya. An analysis is made, on a national basis, of the choice of means for meeting an urgent need for both power and potable water in an economy, exploding in development with limited skills, but with unlimited funds. This could be typical of situations in several Mid-East nations. A discussion includes factors of fuels, fuel costs, capital costs, efficiency, reliability, potential for local operation and timing. These several elements are weighed by the Libyans. The resulting decisions are sound, however, they have adopted a highly sophisticated combination of gas turbine-generators GT, and heat recovery steam generators HRSG to produce steam for water desalination plants at several locations.
