Abstract:
Pre-volunteer recruiting, classification and assignment RCA was relatively simple, with most decisionmaking authority concentrated in the classification and assignment areas few concessions were made to the interests or preferences of prospective recruits. In the All-Volunteer Force AVF, however, with the absence of a draft-guaranteed supply of quality people, the picture has changed. Six issues are described that represent challenges to management in the RCA process of the AVF, and each issue is related to one or more of seven underlying influences.
