The system analysis, design and construction of a sixty-four element, optical receiver for use with a double pulsed laser as a remote crosswind measurement system is described. In addition, formulations are developed for the mean square measurement error of the mean and variance resulting from estimating the statistics of the received intensity by a finite number of partially correlated samples, and from electronic noise. The results of the error analysis are applied to the case of a spherical wave.
