The master planning process, although extensively described in Naval Facilities Engineering Command instructions, is rarely documented in other than a highly structured, condensed format after the fact. The paper describes the many peripheral involvements in the master planning process that go well beyond the site planning and justification for construction of new buildings. The subject matter is derived from the authors involvement in the development of a Master Plan for new facilities at the New London Laboratory of the Naval Underwater Systems Center. The Master Plan, completed in July 1972, is now an integral part of the Laboratorys planning cycle.
