This research program was devoted to various basic experimental and theoretical studies involved in the problem of deducing the kinetic state of a gas excited level number densities as well as momentum distributions of excited species from measurements of properties of the radiation emitted or absorbed by the gas. From the theoretical studies additional information has been obtained concerning 1 the limits of the kinetic-theoretical formulation and the range of validity of the equilibrium as well as non-equilibrium solutions of the Boltzman-type equations involved, 2 the importance of repulsive forces and the sublevel structure of emitter and perturber on the shape of spectral lines and 3 the importance of certain types of gas kinetic collision on line shape asymmetries. Tuned laser absorption and spontaneous emission spectroscopic techniques have been developed and used. This report is intended to serve as a simplified summary of the research project.
