Abstract:

An examination is made of why so little analysis is performed in support of resource management decisions. The requirement for analysis as promulgated by regulations and directives is examined as well as the evidence indicating a lack of analysis at post, camp or station level. The comments of officials involved in reviewing or commenting on why analysis is not performed more often at the operating level. The officials were selected at Department of Defense, Department of the Army, Army Materiel Command and Commodity Command levels. A short summary of some of the problems facing analysts at the operating level is included.
