The Army has made considerable progress toward achieving the goal of integration which includes cultural and social integration. However, racial problems, though sometimes subtle, still exist. Some commanders, particularly at the companybattery level, have not developed a sensitivity, perceptiveness or appreciation of the culture, heritage and background of black, and other minority, soldiers in todays Army. A sense of black awareness manifests itself in symbolism and racial polarization. Although racial pride is encouraged by the Army, racial polarization can contribute to racial disharmony. To resolve these problems, the Army has embarked upon a specific race relations education program. However, the focus of this program is blurred and requires some changes. The report discusses these considerations.
