Abstract:

This report describes the design characteristics for a prototype generalized tactical decision-making training system which may serve as an empirical test bed for applied research. The objective of subsequent research will be to create a systematic means of training Navy tactical decision makers. The prototype training system is comprised of a four-level generalized training structure which presents the outline of a decision-making curriculum and a tactical decision-making model. The model is designed for computer implementation in an individualized instructional setting.
