Increasing numbers of developing countries are becoming interested in systematically planning and evaluating the foreign aid they receive. The paper offers the lessons from one such effort and examines the following questions Why should a country evaluate its aid what sort of system is best for doing so what problems can be foreseen when instituting a planning and evaluation system what kinds of operational problems might ensue. The answers provided may also have relevance to more general problems of planning, implementing, and preserving organizational change.
