The report discusses principal power over federally assisted welfare programs as the state. By setting standards for recipient eligibility and payments, states largely determine federal public assistance expenditures. Frustration over apparent lack of federal control over these expenditures and substantial interstate differences in state-determined welfare standards have led to demands at the federal level for welfare reform. This study analyzes the welfare system as it is presently constituted.
