For an individual to rationally oppose airport development at a particular site, the cost of opposition must be less than the expected payoff of that opposition. Of the many possible means of reducing opposition, four appear particularly promising redistribution of airport benefits, congestion pricing, compatible land use control, and noise abatement operating procedures and technology. A program is recommended to test the accuracy of the publics perception of new airport development.
