Abstract:

The Navy Supply System Commands NAVSUP Operation and Maintenance OMN budget justification process is reviewed as it has changed to correspond to the goals of the Planning Programming and Budgeting System PPBS. The basis for the current justification procedure is presented along with an in depth discussion of the FY 1975 NAVSUP OMN budget. NAVSUP is described as a support agent of the operating fleet, and the relationship of the OMN dollar requirement to size and activity of the operating fleet is discussed. The time for a mechanic to order and receive a part is introduced as a measure of output for the Navy Supply System, and an analytical model which treats the interaction of maintenance with supply is discussed.
