Reported is Phase I of a research task to refine the classical multipath theory. The study completed has culminated in the design of a measurement program which can obtain data on terrain and sea reflection phenomena. The processed data can be used to quantify existing theory to assist in improving the performance of tracking radars operating at low elevation angles. The theory of specular and diffuse reflections is discussed in considerable detail, including the most recent modifications which deal quantitatively with the interaction of specular and diffuse reflection and which also describe the distribution of diffuse reflectivity over the glistening surface. A computer simulation based on the advanced theory is described, and typical results presented.
