Abstract:

This paper performs a comparison between the Marine Corps Planning Process MCPP and creative problem-solving processes which have been built upon creativity research. The paper describes how the numerous subroutines and solution-fixedness of the MCPP inhibits creativity. Even though the MCPP may suffice when commanders and planners are confronted with simple or complicated problems, the process is not suitable for commanders and planners who are facing a wicked problem. Moreover, the commander should drive the planning process. However, he or she has to adopt several counter-intuitive attitudes which are opposite to the learned behavior within the hierarchical military organization.
