Abstract:

Major system acquisitions account for a large part of Federal expenditures. We reported 1 in February 1976 that major Federal acquisitions 2 in process as of June 20,1975, would cost about 404 billion at completion. About .20billion is for Department of Defense DOD acquisitions, excluding the Army Corps of Engineers. In December 197a, after about 2-12 years of study, the Commission on Government Procurement issued its report containing 149 recommendations for improving Federal procurement. Twelve recommendations were on major system acquisitions. The Office of Federal Procurement Policy, Office of Management and Budget, issued Circular No. A-109, Major System Acquisitions, on April 5, 1976. it prescribed policy for all executive branch agencies based on the Commissions recommendations.
