Abstract:

Protest challenging agencys evaluation of technical proposals is denied where the record establishes that the evaluation was reasonable and consistent with the solicitation evaluation criteria. Protest against an agencys cost-realism analysis of the awardees proposal is denied where the record shows that the agency reasonably evaluated the awardees proposed costs, taking into account the awardees technical approach and individual cost elements.
