Abstract:

The two primary purchasing agencies for the federal government, GSA and DOD, bought over 10 billion of supplies and equipment per yearfor the last three fiscal years. During this same time, over 2.7 billion of material became excess to the needs of the using agency.The material became excess for a number of reasons including overbuying, changes in the agencys mission or requirements, andpoor inventory control.
