This report responds to your requests dated May 22 and May28, 1985, that GAO review various aspects of the May 14, 1985, offer by the Secretary of Defense to reapply 4 billion from fiscal years 1984 and 1985 to the 1986 defense budget. Your requests raised concerns about whether there are excess funds in the Department of Defense DOD budget, and you asked that we answer a number of questions about this potential surplus.
