Abstract:

The following discussion offers one assessment of things not visible, focusing on the multi-dimensional information environment. It is a difficult one to assess. During the Cold War, we all knew the intent of a tank and who the potential enemies were. In the information age, ascertaining the intent of an electron and where it originated an adversary or surrogate present much more difficult challenges in assessing who really may or may not have attacked whom.
