Quality software that is produced on schedule and within budget is a critical component of U.S. defense systems. For this reason, the U.S. Department of Defense DoD established the Carnegie Mellonregistered trademark Software Engineering Institute SEI in 1984 to advance the practice of software engineering. Before 1984, a number of commissions with representatives from government, industry, and academia had called for the creation of a software engineering institute, funded by the DoD, that would be a national resource in software engineering and technology and respond to a perceived crisis in software quality and management. History has proven those who first conceived the idea of a software engineering institute to have been prescient almost 20 years later, the importance of software to our economy and national defense is greater than it ever has been.
