Abstract:

The U.S. Agency for International Development USAID relies heavily on implementing partners to carryout its reconstruction and humanitarian aid programs in Afghanistan. USAIDs implementing partners are responsible for their own security needs and most contract with Private Security Contractors PSC for security services for their offices, housing, and project sites, and for the movement of their personnel.
