Abstract:

In recent years, policymakers have increased emphasis on national security risks deriving from globalization of weapon system supply chains to include foreign suppliers. We define supply chain as the tiered network of entities providing goods and services culminating in a deliverable to the U.S. Air Force USAF, such as a product e.g., a component of a weapon system or a service. Suppliers are chiefly commercial firms and include manufacturers, service providers, and distributors. Inputs from upstream suppliers include raw materials, parts or components, machinery, and labor. Each supplier in the chain undertakes some production activity and then provides outputs to the next firm in the chain. The chain ends with the suppliers that are the prime contractors for USAF. USAF could potentially benefit from a robust supply chain risk management SCRMcapability to evaluate and mitigate risks.
