How should we understand state cyber behavior and interaction dynamics This document examines two alternative sets of explanationscyber as strategic competition and as an intelligence contest arguing that, as a theoretical construct, strategic competition provides greater explanatory power. In presenting this case, however, the article also notes that the two perspectives share important common ground that may be overlooked when highlighting differences and suggests a bridge between them that can inform policy.
