Abstract:

The Federal Aviation Administration FAA operates in a challenging environment to provide the safest and most cost-effective air traffic management ATM system in the world. To address the challenge, the FAA acquires and operates a wide variety of information technology IT systems, from internal administrative systems, similar to commercial businesses, to unique safety-critical air traffic control systems. Too often the development and implementation of these systems has involved cost andor schedule overruns that detract from the anticipated operational value, or involve times to acquire or develop that are not sufficiently responsive to the needs of a changing environment.
