Abstract:

In our view, one of the greatest challenges facing DOD today is to manage reduced spending after the largest peacetime defense buildup in our nations history. DODs budget more than doubled from 1980 to 1985. Since 1986 DODs budget has been reduced somewhat-- but at 290 billion it remains 36 percent higher today-- in real terms --than in fiscal year 1980. Overall 2.4 trillion in funding has been provided since 1980.
