The Agricultural Credit Act of 1987 requires the General Accounting OfficeGAO to complete certain studies by January 6,1990, on a new secondary market for agricultural real estate and rural housing loans created by the act. However, because the new market-to be administered by the Federal Agricultural Mortgage Corporation known as Farmer Mac-was not yet fully operational, GAO was unable to complete the required studies and other periodic reviews. Farmer Mac officials said the secondary market should be fully operational in early 1990. This report provides information on 1 Farmer Macs development and current status, 2 GAOS past work on agricultural real estate. secondary market issues and Farmer Mac,3 the studies and reviews of Farmer Mac that the act required GAO to do, and 4 GAOS planned work relating to the statutory requirements.
