Acquisition Reform: Military Departments Response to the Reorganization Act

In response to the Goldwater-Nichols Department of Defense DOD Reorganization Act of 1986, the military departments reorganized their headquarters acquisition management structures. This reorganization was intended to strengthen civilian control over the acquisition process and reduce layering and duplication within the headquarters. The Chairman, Subcommittee on Investigations, House Committee on Armed Services, asked GAO to assess 1 whether the reorganizations satisfied the requirements and objectives of the act, 2 the roles of the military staffs in the acquisition process, and 3 the changes in the civilianmilitary balance within the acquisition organizations.
