Construction management at risk is a construction project delivery method widely used in the private and public non-federal construction sectors. Federal government is interested in using a project delivery method such as construction management at risk. However, guiding regulations prohibits federal government from using it in the same manner as the private sector. This research analyzed private sector use of construction management at risk through a literature review and Delphi panel to determine its expected effects on project performance. Statistical and contextual analysis of data gathered through expert elicitation revealed advantages and disadvantages to Air Force use of construction management at risk.
