In the past decade the Department of Defense DOD has relied greatly on cost-effectiveness studies in selecting and acqu1r1ng new weapon systems costing billions of dollars DOD has used these studies to analyze the cost and effectiveness of weapons proposed to satisfy a predetermined military requirement by providing alternatives in order that the most suitable weapon might be chosen from competing weapons
