Abstract:

During a survey of the transportation activities of the Department of Defense DOD in the Far East and Southeast Asia, the General Accounting Office GAO observed that large quantities of Pacific Stars and Stripes and other military service newspapers were being airlifted from Japan to Southeast Asia for distribution. GAO wanted to find out if savings in transportation costs could be achieved by printing the newspapers at some point nearer to the readers.
