Prison Expansion: Program to Identify DoD Property for Prison Use Could Be Improved

This report responds to your March 16, 1990, request that we determine if the Commission on Alternative Utilization of Military Facilities and the Department of Defense DOD have taken actions to ensure that military property is considered for conversion to minimum security prisons in appropriate circumstances as an alternative to new prison construction. We briefed the Subcommittee in June on our progress and results. At that time, we were asked to report to you specifically on 1 whether all types of property specified in the Commissions enabling legislation were being identified, 2 how well the process for identifying properties for possible conversion was working, 3 whether the properties reported by DOD were suitable for conversion to minimum security prisons, and 4 whether correctional needs exist that are not addressed by the Commissions enabling legislation.
