Both VA and DOD have experienced increases in prescription drug prices since OBRAS enactment. It is difficult, however, to determine the effect of these price changes on overall VA and DOD costs because neither agency maintains centralized price and utilization information for the prescription drugs it buys. Further, we could not determine how the increases in drug costs experienced by VA and DOD since ORRAs enactment compare with those of previous years because the agencies could not give us historical price data. Also, we could not determine whether the price growth was attributable to OHRA.
